Treatment for overly sensitive lips

My child has had overly sensitive lips ever since the age of two. His lips would become dry, red, and cracked easily. A doctor told me that toothpaste made his lips worse, so we had him stop using toothpaste while also applying prescribed steroid medicine on his mouth. While the steroid medicine would work temporarily and was non-toxic when used in reasonable amounts, the positive effects would disappear after several days.

I also took him to see a traditional Chinese doctor. The doctor said that he his sensitivity was caused by food allergies to cookies and certain snacks, so he was not allowed to eat them.
